Experience and Personnel
HTE has extensive experience in hydraulic, hydrologic, hydrogeologic;
hazardous and toxic waste investigations; feasibility studies; remedial
investigations; risk assessments; site remediations to handle organic
waste and residues from a variety of industrial and commercial sources;
and construction monitoring. The enclosed materials illustrate HTE's
extensive specialized experience in these areas. many of these projects
have been carried into feasibility studies for remediation, final
design, construction and performance monitoring.
HTE has performed a wide range of services including design and analysis
of shallow and deep foundation systems, retaining walls, bulkheads,
reinforced soils, subdrainage systems, blast program development
and blast monitoring, sheeting and shoring systems, sewers, and dams
as well as ancillary services including field inspections and geologic
reconnaissance, subsurface exploration planning and execution seismological
investigations, and laboratory testing.
HTE's personnel have the ability to perform and manage multi-disciplined
investigations and designs for a variety of facilities. HTE's staff
of civil, mechanical and geotechnical engineers (including registered
Professional Engineers), biologists, geologists, hydrologists and
hydrogeologists are all experienced in performing various engineering
and environmental studies.

Ability to Perform Work Within Required Time
Frame
HTE has demonstrated our ability to perform geotechnical and environmental
investigations, design and construction within restricted time schedules.
HTE has the personnel and equipment to respond, as necessary, to particular
project requirements.
Geotechnical and Hydrological Investigations
HTE has completed over 2,000 various geotechnical and hydrological
projects. HTE's staff has the experience and has provided expertise
in the various aspects of geotechnical and hydrogeologic work.
Drilling and Field Exploration Services
HTE has extensive experience with test drilling on various environmentally
impacted sites. where explorations are required, local qualified drilling
firms are selected based on capabilities and geographical location
to minimize mobilization costs. Subsurface explorations are directed
and observed by HTE's geotechnical engineering or geologist personnel.
HTE has extensive experience with EPA Contract Laboratories. In order
to obtain the highest quality testing, competitive costs and rapid
turn-around, HTE utilizes qualified laboratories after consultation
with individual laboratory personnel.

Industrial Hygiene
A site specific health and safety plan is developed by HTE for
each project. Staff performing field activities for each project have
the appropriate level of health and safety training.
RCRA, TSCA and CERCLA Experience
HTE has in depth knowledge and extensive experience with Federal
environmental statutes including the Resource Conservation and Recovery
Act, Toxic Substances Control Act, Comprehensive Environmental Response
Compensation and Liability Act, National Environmental Policy Act
and DOD Safety Regulations.
Quality Control Plan
Quality control for each project consists of technical reviews
performed by a principle of the firm. Technical reviews are performed
at various critical times throughout the project schedule. Personnel
assignments for specific projects are made based on the technical considerations
of the particular project. HTE is proud of the high quality of technical
and professional services that we have provided to numerous clients
in both the private and public sector.

Licensed Site Professionals
The Commonwealth of Massachusetts, Board of Hazardous Waste Site
Cleanup Professionals under 309 CMR 3.05 governs the approval of "Licensed
Site Professionals" or LSP's. LSP's are required by 310 CMR 40.0000
as well as a variety of other laws and regulations to render opinions
and oversee waste site cleanup activities. Charles E. Teale, PE is
currently a LSP, License No, 8260.
Licensed Environmental Professionals
The State of Connecticut, Public Act 95-183 "An Act Concerning
Revisions to the Hazardous Waste Establishment Transfer Act and Hazardous
Waste Site Remediation" established a licensing program for environmental
professionals with the intent of facilitating the remediation of contaminated
sites. The State Board of Examiners of environmental Professionals,
through the commissioner, regulates Licensed Environmental Professionals
(LEPs). Charles E. Teale, PE is currently a LEP, License No. 200.
Environmental Site Assessments
Since HTE's inception in 1983, we have performed over 1,000 environmental
site assessments in addition to other environmental services.
